In 1941, Heilongjiang University was founded in Yan'an and was eventually moved to Harbin in 1946. There are currently 35,000 full-time undergraduates, 5,000 full-time graduates, and as many as 2,000 international students enrolled at Heilongjiang University. Heilongjiang University ranks in the top 100 institutions of high education in China. The university's 33 schools include philosophy, economics, law, education, literature, history, psychology, engineering, agriculture, management, and art. Within these departments there are 81 programs offered at the undergraduate level, 199 programs at the master level, and 54 at the doctoral level. The schools sits on a 1,910,000 square meter campus, of which 1,150,000 is built up, with a library containing over 4,000,000 volumes. The campus is more than adequate to support the lives of the more than 30,000 students,who enjoy access to the advanced experimental building, education building, library, fitness facility, swimming pool, dining halls, etc.
Since 1980, the school has recruited international bachelor, master, and doctoral students as well as exchange and part-time students from all over the world. Representing 6 continents and 60 nations, the 10,000students have been accepted into any majors or field they chose. The school has also setupvarious scholarships available for the studentswho are studied at the school for at least one year are eligible to apply. Heilongjiang University's International Institute of Education and Culture is in charge of organizing and taking care of its international students. The school has an advanced administrativesystem, excellent facilities, and teaching staff comprised of both full and part time staff with a wealth of experience. The school has also started independently accepting international students for bachelor's and master's programs that have implemented the credit system.
